- Level 2: One hand controlling 1 puppet. Requires at least 15 puppetry jutsus learned.
- Level 3: One Finger controlling 1 puppet. Requires at least 45 puppetry jutsus learned.
Each level of progression happens passively when you fulfill the requirement.
